Authority and a just cause are on the file. The intention is not right. The three conditions of q. 40 a. 1 are not jointly satisfied, and the prince is forbidden to wage the war.

A prince has the authority to wage war, and the adversary deserves the attack. He wages it from greed of dominion, not to advance the good. May he?
